This pull request moved the ISSUE_TEMPLATE folder from the .github meta folder to the .gitea folder.

The old and unused workflow files have been removed entirely.

Note that the link to creating issues has NOT been modified and still points to the repository over on GitHub.

This is because I want to keep it, and all the other repos which will eventually migrated over here and thier contents cleared, for others to create issues there.

For now, I have not found a good way to give others access to create issues.
